Alleged Theft And Fraud At A Dunkirk Living Facility


DUNKIRK, NY (WNY News Now) – A Fredonia man is behind bars after allegedly stealing medication and falsifying residential business records at a Dunkirk assisted living facility. 

During an early May investigation, deputies learned from staff of a residential assisted living facility that prescription packaging and business records of the facility logging medication dispersal was in an off site trash can. 

Through a months-long investigation, deputies alleged that 56-year-old Scott Frank of Fredonia had stolen medication prescribed to patients then altered and destroyed business records to cover up the theft.


Deputies were able to obtain an arrest warrant for the Fredonia resident, taking him into custody Thursday June 29.

Frank was then transported to Chautauqua County Jail where he is facing charges on Falsifying Business Records in the First Degree, Criminal Possession of a Controlled Substance in the Fourth Degree, Fraud and Deceit Related to Controlled Substance, and two counts of Petit Larceny.

The investigation was assisted by the New York State Department of Health Bureau of Narcotic Enforcement Investigators.
