(WNY News Now) – New York- The New York State Cannabis Control Board (CCB) has greenlit 109 non-conditional adult-use cannabis licenses, marking a significant expansion in the state’s cannabis market and fostering a more diverse industry landscape.

The New York State Cannabis Control Board has approved 109 non-conditional adult-use cannabis licenses, a result of the applications submitted during the 2023 window that opened on October 4. Of these licenses, 38 are for retail dispensaries, while 26 are granted for microbusinesses, allowing licensees to handle cultivation, processing, distribution, and sales under a single license.

“Adult-use cannabis is a growing industry in New York that will help local economies across the state,” Governor Hochul said. “The approval of over 100 licenses is a good start and provides individuals with the opportunity to apply for licensing to help drive up local economies around them.” 

New York now boasts 70 licensed adult-use cannabis retailers, comprising a mix of storefronts, delivery services, and dispensaries co-located with medical outlets. The recent lifting of an injunction in December has nearly tripled the number of operating cannabis retailers within the last two months.

The Office of Cannabis Management (OCM) anticipates the imminent opening of 25 additional adult-use dispensaries as operators finalize the necessary steps for cannabis sales. This surge reflects New York’s commitment to expanding cannabis accessibility and fostering economic growth.

An outstanding milestone achieved by the CCB is the composition of the licensees, with 66 percent being social and economic equity (SEE) owned businesses. Additionally, 35 percent are women-owned, 32 percent are minority-owned, and 10 percent are minority-women owned. This diverse ownership structure positions New York ahead of the national average for minority and women-owned retail dispensary licensees.

Furthermore, the Office successfully met the Cannabis Law’s goal of 50 percent SEE licensure through a well-executed three-part strategy: an accessible application process, collaboration with community-based organizations, and extensive outreach and education efforts.

The Cannabis Compliance Training & Mentorship Program, initiated two years ago, achieved a historic milestone with 15 graduates receiving the first adult-use microbusiness licenses. This program, modeled after existing farmer apprenticeship programs, aims to diversify the pipeline of farmers and processors entering New York’s legal cannabis market.

The recent statistics reveal that New York has surpassed $183 million in total adult-use cannabis sales, with a notable peak in December at over $27 million. The market expansion is attributed to the increasing number of open dispensaries across the state.

Moreover, the Cannabis Control Board has approved the first two cannabis research licenses, allowing entities to conduct limited research on cannabis cultivation. This represents a significant step forward in advancing cannabis research, a field restricted by a century of prohibition in the United States.

In another move, the Board voted to advance regulations for Adult-Use Home Cultivation to a 60-day public comment period. If enacted, New Yorkers over 21 will be authorized to cultivate a limited number of cannabis plants at home, further democratizing cannabis access.

Lastly, the CCB has opened application windows for Type 3 Processor licenses and allowed conditional cultivators and processors to transition to nonconditional licenses, providing growth opportunities for businesses in the cannabis industry.
