The Westfield Police Department has arrested Phillip L. Cowan on multiple charges, including harassment and stalking.

At 7:11 p.m. on May 7, 2024, officers investigated reports of harassment occurring on May 2nd, 3rd, and 7th in Westfield. Cowan was found to have violated a court-ordered Order of Protection. Consequently, he faces charges of Harassment 2nd Degree, Criminal Contempt 2nd Degree, and Stalking 4th Degree.

Cowan has been issued a Uniformed Appearance Ticket and Fingerprint Appearance Ticket and will appear in the Village of Westfield Court at a later date.

  1. Long overdue. The guy is nothing but a bully. Has been all his life. Too late in life for him to grow up though.
