National Grid has submitted a comprehensive plan to the New York State Public Service Commission aimed at improving energy delivery, enhancing customer options, and supporting clean energy initiatives.

National Grid has filed a proposal to create a more efficient, resilient, and cleaner energy system for upstate New York. The plan focuses on critical infrastructure investments, enhanced customer service, and affordability programs, aiming to reset electricity and natural gas delivery prices starting in the spring of 2025.

Key Highlights of the Proposal:

  1. Critical Infrastructure Investments: The proposal includes significant investments to ensure the reliability and safe operation of the energy delivery system, which serves 2.3 million residential and business customers in upstate New York.
  2. Enhanced System Resiliency and Reliability: Measures are proposed to manage and reduce the impact of severe weather events, ensuring robust storm response capabilities.
  3. Integrated Energy Planning: The plan considers the interactions between gas, electric, and customer energy systems to achieve long-term climate goals safely and affordably.
  4. Support for Economic Development: Investments will be made to connect clean energy projects, enhance security, and support economic growth.
  5. Targeted Customer Programs: Dedicated teams and targeted programs will better serve residential, commercial, and industrial customers.
  6. Energy Affordability Programs: Enhanced affordability programs and services are proposed to benefit disadvantaged communities, along with programs promoting clean energy and energy efficiency.

Investment and Customer Impact:

The proposal includes substantial investments aimed at reducing emissions, strengthening energy delivery safety, connecting renewable energy projects, and increasing energy efficiency offerings. For residential customers, the one-year proposal would result in a total monthly bill increase of about $19 for electricity and $18 for natural gas.

Community and Stakeholder Engagement:

National Grid developed the proposal after extensive consultations with customers, communities, environmental justice advocates, and other key stakeholders. These discussions aimed to ensure the plan aligns with the priorities of the communities it serves while meeting regulatory requirements.

Commitment to Affordability and Reliability:

Phil DeCicco, New York General Counsel for National Grid, emphasized the importance of safe network operation and customer-centric energy delivery. “We have identified essential investments in this rate proposal, and we will ensure no customer is left behind in their access to reliable and affordable energy as we continue on the clean energy transition,” said DeCicco.

Extended Energy Price Stability:

National Grid’s efficiency initiatives and low commodity costs have contributed to an extended period of energy price stability. Adjusted for inflation, average residential electricity bills were approximately 20% lower in 2023 than in 2007, and natural gas bills were 40% lower over the same period.

Additional Benefits:

  • Electricity Grid Investment: Approximately $1.7 billion will be invested in the electricity grid, enhancing the ability to connect renewable, distributed generation.
  • Natural Gas System Improvements: $338 million will be invested in the natural gas network, including retiring 128 miles of leak-prone pipe over four years.
  • Increased Customer Assistance: Enhanced energy affordability programs for customers struggling with energy costs.
  • Economic Development and Efficiency Programs: Continued support for upstate economic growth through various programs.
  • Job Creation: More than 800 new jobs will be created over the next four years to support operations, grid modernization, and customer programs.

Future Preparations:

The plan also prepares the electric system for the Upstate Upgrade initiative, crucial for reliable operation and enabling locally generated clean energy connections.

Regulatory Review Process:

The proposal will undergo thorough review by the New York Department of Public Service to ensure prudent investment and operation. National Grid encourages public participation in the review process to build a better energy future for all communities served.
