(WNY News Now) – Jamestown, NY – A police pursuit led to the arrest of five individuals and the execution of a search warrant at a Jamestown residence, resulting in significant drug and weapon seizures.

On January 27, 2025, at approximately 11:45 a.m., officers attempted to stop a vehicle leaving 2200 Camp Street Extension, operated by 32-year-old Dylan M. Abbey. Abbey failed to comply, leading police on a pursuit through Manchester Road and back to the property before getting stuck in a snowbank while attempting to exit onto Swanson Road. He was taken into custody without further incident.

Following the pursuit, the Jamestown Metro Drug Task Force and Southern Tier Regional Drug Task Force, with assistance from multiple law enforcement agencies, executed a search warrant at the residence after receiving complaints of drug sales.

Inside the residence, authorities detained John J. Lisciandro, Kenneth E. Wynn, Christopher W. Smith, and Jacklyn P. Webb. A search uncovered 13 firearms, 46.4 grams of methamphetamine, 2 grams of fentanyl, 236 suboxone strips, various pills, and $655 in cash. Additionally, a search of Abbey and his vehicle resulted in the seizure of 13.8 grams of methamphetamine, 12.7 grams of fentanyl, more pills, and $2,490 in cash.

Charges Filed

  • Dylan M. Abbey faces charges in the City of Jamestown for Criminal Possession of a Controlled Substance in the Third Degree, Criminal Possession of a Controlled Substance in the Fourth Degree, Criminal Possession of a Controlled Substance in the Seventh Degree,  two counts of Criminally Using Drug Paraphernalia in the Second Degree, and various  Vehicle and Traffic Law violations. 
  • John J. Lisciandro is charged with one count of Criminal Possession of a Weapon in the Third Degree, twelve counts of Criminal Possession of a  Weapon in the Fourth Degree, Criminal Possession of a Controlled Substance in the Third Degree, Criminal Possession of a Controlled Substance in the Fourth Degree, Criminal Possession of a Controlled Substance in the Fifth Degree, Criminal Possession of a Controlled Substance in the Seventh Degree, and three counts of Criminally Using Drug Paraphernalia in the Second Degree.
  • Christopher W. Smith, Jacklyn P. Webb, and Kenneth E. Wynn have been charged with Criminal Possession of a Controlled Substance in the Third Degree, Criminal Possession of a Controlled Substance in the Fourth Degree, Criminal Possession of a Controlled Substance in the Fifth Degree, Criminal Possession of a Controlled Substance in the Seventh Degree, and three counts of Criminally Using Drug Paraphernalia in the Second Degree. Wynn faces an additional seventh-degree possession charge for methamphetamine found on him.

John, Kenneth, Christopher, and Jacklyn were transported to the Chautauqua County Jail and held for CAP Arraignment.

The Jamestown Police Department, Chautauqua County Sheriff’s Office, Dunkirk Police Department, and Ellicott Police Department assisted in the operation. Authorities say the investigation remains ongoing, with additional charges possible.

As are all persons accused of a crime, the accused are presumed innocent until proven guilty in a court of law.
