(WNY News Now) – Federal prosecutors have charged two women from Jamestown, NY, with participating in a narcotics conspiracy involving heroin, fentanyl, and methamphetamine.

BUFFALO, N.Y. — U.S. Attorney Michael DiGiacomo announced Wednesday the arrests of Sabrina Flores, 24, also known as “Notorious Marie,” and Sandra Pavlock, 45, also known as “Sondra L. Pavlock,” both residents of Jamestown, New York. Each woman is charged in a separate criminal complaint with conspiracy to possess with intent to distribute, and to distribute, heroin, fentanyl, and methamphetamine.

The charges carry a maximum potential sentence of 20 years in prison and a $1 million fine.

According to Assistant U.S. Attorney Joshua A. Violanti, Flores and Pavlock were identified by law enforcement as associates of Zaid Mendoza, who is already under federal indictment for narcotics and sex trafficking offenses. Search warrants executed on Facebook accounts recovered multiple conversations between Flores and Zaid, Pavlock and Zaid, and others, discussing drug trafficking and sex trafficking activities. Flores and Pavlock conversed with Zaid and others regarding the sale and use of narcotics, including heroin and fentanyl, in the Jamestown area.

Federal authorities state the two women participated in discussions regarding the sale and distribution of narcotics, including heroin and fentanyl. These digital communications played a key role in the investigation.

The ongoing investigation is being led by Homeland Security Investigations (HSI), with support from the Chautauqua County Sheriff’s Office and the Drug Enforcement Administration (DEA), New York Field Division.

Law enforcement officials emphasized that both defendants are presumed innocent unless and until proven guilty in a court of law.
