(WNY News Now) – Staff at the Cattaraugus County Jail discovered contraband during a routine cell search, leading to charges against two inmates from Olean.

On Wednesday, April 16, 2025, at approximately 10:00 a.m., Cattaraugus County Jail staff conducted a routine cell frisk that resulted in the discovery of contraband. The incident involved two inmates, Ricky Skipper-Perry, 33, and Michael Osby, 39, both residents of Olean, New York.

Following the discovery, both individuals were charged with Promoting Prison Contraband in the Second Degree, a misdemeanor offense under New York State law.

Since Skipper-Perry and Osby are currently in custody at the Cattaraugus County Jail, appearance tickets were issued requiring them to appear in the Town of Little Valley Court at a later date to answer the charges. As are all persons accused of a crime, the accused are presumed innocent until proven guilty in a court of law.
