(WNY News Now) – A Dunkirk man is facing harassment and child endangerment charges following a reported confrontation with a juvenile female in the bathroom at a local business.

ELLICOTT, N.Y. — On April 22, 2025, at approximately 12:15 p.m., officers from the Town of Ellicott Police Department responded to a report of a suspicious person at a business in Ellicott.

Following their investigation, police charged 29-year-old Dylan J. Howard of Dunkirk with Harassment in the Second Degree and Endangering the Welfare of a Child.

Authorities allege that Howard was inside the female restroom of the business when a juvenile female exited a bathroom stall and was confronted by him.

Howard was taken into custody at the scene and transported to the Chautauqua County Jail for centralized arraignment.

He is scheduled to appear in the Town of Ellicott Court at a later date to respond to the charges. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
