(WNY News Now) – A Falconer resident faces multiple charges following a domestic dispute in the Town of Ellicott.

The Town of Ellicott Police Department has charged 51-year-old Robert Lugo of Falconer in connection with a domestic incident that occurred on April 15, 2025.

According to the department, officers responded to a report of a domestic disturbance and discovered that Lugo allegedly subjected the victim to physical contact, damaged personal property, and impeded the victim’s breathing or blood circulation by applying pressure to the throat.

As a result, Lugo was charged with the following offenses:

  • Criminal obstruction of breathing and/or blood circulation,
  • Criminal mischief in the fourth degree, and
  • Harassment in the second degree.

Following his arrest, Lugo was transported to the Chautauqua County Jail for centralized arraignment. He is scheduled to appear in the Town of Ellicott Court at a later date to face the charges.

As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
