(WNY News Now) – On June 4, 2025, Richard J. Kozlowski, 39, of Jamestown, was arrested following a traffic stop on Route 242 East in the Town of Ellicottville, Cattaraugus County.

Deputies from the Cattaraugus County Sheriff’s Office initiated the stop around 6:36 PM due to several vehicle and traffic violations. During the investigation, drug paraphernalia was observed in plain view. A subsequent search of Kozlowski’s vehicle uncovered suspected crystal methamphetamine, crack cocaine, psilocybin, LSD, and additional paraphernalia.

Kozlowski was taken into custody and transported to the Cattaraugus County Sheriff’s Office for processing. He was released on an appearance ticket and faces multiple charges, including Criminal Possession of a Controlled Substance in the 3rd and 4th Degrees, Unlicensed Operation, operation without an interlock device despite restrictions, and registration display violations.

Kozlowski is scheduled to appear in Town of Ellicottville Court for further proceedings. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.

The investigation was conducted by the Cattaraugus County Sheriff’s Office with assistance from the Town of Ellicottville Police Department.
