(WNY News Now) – JAMESTOWN, N.Y. – A 42-year-old Jamestown resident has been charged with criminal mischief after police discovered damage to a city-owned flower bed in the downtown area early Thursday morning.

According to the Jamestown Police Department, officers from the third platoon were patrolling downtown at approximately 12:36 a.m. on September 25, 2025, when they noticed a flower bed belonging to the City of Jamestown had been destroyed.

Following an investigation, officers determined that Richard C. Neal, 42, had been swinging a metal-type rope at the flower bed around 8:00 p.m. on September 24, causing damage to the flowers.

Police located Neal at a downtown business shortly after and took him into custody without incident. He was charged with Criminal Mischief in the Fourth Degree and is currently being held pending arraignment in Jamestown City Court. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
