According to the Jamestown Police Department, officers from the 3rd Platoon conducted a traffic stop around 1:53 a.m. on November 1 after observing a vehicle traveling the wrong way on East 4th Street near Pine Street.

Police identified the driver as 45-year-old Christopher M. Sisson of Jamestown. Following an investigation at the scene, officers determined that Sisson was operating the vehicle while intoxicated. He reportedly refused a chemical test and was subsequently arrested.
