(WNY News Now) – ELLICOTT, N.Y. — Two Jamestown residents are facing multiple charges after an alleged confrontation with a tow truck driver who was attempting to repossess a vehicle, according to the Town of Ellicott Police Department.
On November 12, 2025, at around 10:00 a.m., officers responded to a report of a male and female assaulting a tow truck operator. Police say the incident escalated when 33-year-old Samantha L. Harley allegedly attempted to strike the victim with a vehicle, leading to a physical altercation. During the confrontation, 19-year-old Kody J. Scott is accused of brandishing a large knife at the tow truck driver.
Both suspects were located nearby and taken into custody. Police say a search incident to arrest uncovered suspected controlled substances on both individuals.
Harley was charged with Reckless Endangerment 2nd Degree, Harassment 2nd Degree, Criminal Possession of a Controlled Substance 5th Degree (two counts), Criminal Possession of a Controlled Substance 7th Degree, and Criminally Using Drug Paraphernalia 2nd Degree (three counts).
Scott was charged with Menacing 2nd Degree, Criminal Possession of a Weapon 4th Degree, Reckless Endangerment 2nd Degree, and Criminal Possession of a Controlled Substance 7th Degree (three counts).
Both Harley and Scott were transported to the Chautauqua County Jail for arraignment. They are scheduled to appear in the Town of Ellicott Court at a later date to answer the charges. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
