(WNY News Now) – A traffic stop on S Union Street in the City of Olean led to the arrest of a 27-year-old Cuba woman on an out-of-state fugitive warrant, according to the Cattaraugus County Sheriff’s Office.
On April 12, 2026, at approximately 8:27 p.m., deputies with the Cattaraugus County Sheriff’s Office conducted a traffic stop on S Union Street in the Olean.
During the investigation, officers identified the driver as Dominica R. Howells, age 27, of Cuba. Authorities determined that Howells had an active warrant out of McKean County Pennsylvania for charges described as a Fugitive of Justice related to an out-of-state crime.
Following confirmation of the warrant, Howells was taken into custody at the scene without incident. She was transported to Allegany Town Court for arraignment proceedings.
After arraignment, Howells was remanded to the Cattaraugus County Jail. She is currently being held pending extradition proceedings to Pennsylvania, where she is expected to face the underlying charges associated with the warrant. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
