PANAMA – Three Village of Panama residents are facing drug charges following a traffic stop by New York State Police on Rt. 474 Sunday.

Charles Cummins, 48, Kenneth Houghwot, 36, and Bruce Houghwot, 39, were charged with seventh-degree criminal possession of a controlled substance after troopers allegedly found crystal methamphetamine, suboxone and a hypodermic needle containing drug residue inside the vehicle.

Police said Cummins, the driver, was originally pulled over for using his cell phone. Troopers said Cummins’ vehicle was also not insured.

Cummins was additionally charged with another count of seventh-degree criminal possession of a controlled substance and criminally possessing a hypodermic instrument.

Police said the trio was placed under arrest and transported to the State Police Jamestown Barracks for processing.

Kenneth Houghwot and Bruce Houghwot were issued appearance tickets and released.









Cummins was transported to the Chautauqua County Jail pending arraignment.
