Man Wanted In Connection With Indecent Assault Of Teen

WARREN – A Columbus, Oh. man is wanted in connection with an indecent assault of a minor, according to the Warren Police Department.

Police said Cole Downs-Strouse, 26, is charged with Aggravated Indecent Assault without Consent, Aggravated Indecent Assault Complainant Less than 16 and Corruption of Minors (all felonies) following an incident dated July 15.

WNYNewsNow obtained the criminal complaint, on Wednesday, filed Aug. 1 in Warren Magisterial Court by officer Tiffany E. Dyke. The complaint said officers responded around 10:30 p.m. July 15 to Seneca Street for a report of a sexual assault.

The victim, only identified as 15-year-old K.B., reportedly met Downs-Strouse at a sleep over in February. According to the complaint, the victim told officers that he began messaging her July 5. Downs-Strouse reportedly inquired about her boyfriend, asked if she has ever been with an older man. He also asked to hang out, according to the complaint.

The victim reportedly told police that she agreed to meet with him near Crescent Park in Warren. When Downs-Strouse arrived, they reportedly met at the pavilion near the playground. After, the complaint stated that the two decided to go for a walk and ended up going to Downs-Strouse’s vehicle that was parked near by.

Downs-Strouse allegedly had the victim take a couple of hits from the marijuana joint that he was smoking. After, Downs-Strouse is accused of putting his hand down her underwear before inserting his fingers into her genital area and moving it around. In addition, Downs-Strouse allegedly failed to stop when the victim told him to.

The complaint further explained that the victim told police that Downs-Strouse kissed her. He allegedly pulled her back in and kissed her more when she tried pulling away. The victim reportedly stated that she told Downs-Strouse that her parents would be home soon so she could leave.

In addition, the complaint detailed that the victim told her older sister of the alleged incident. The sister reportedly told her parents.
