New York State solidifies its commitment to renewable energy with the finalization of contracts for Empire Wind 1 and Sunrise Wind, marking a significant stride towards its goal of developing 9,000 megawatts of offshore wind energy by 2035.

In a landmark announcement, Governor Hochul lauded New York’s leadership in building a clean energy industry, emphasizing the critical role offshore wind plays in addressing the climate crisis. The culmination of contracts for Empire Wind 1 and Sunrise Wind, totaling over 1,700 megawatts, signals a monumental step towards a sustainable future. These projects, set to be operational by 2026, will be the largest power generation endeavors in the state in over 35 years.

The competitive selection process has not only prioritized clean energy but also economic growth, with over 800 construction jobs expected to be created in the near term. Moreover, the investments are projected to inject $2 billion into the state’s economy, with a focus on supporting disadvantaged communities.

Doreen M. Harris, President and CEO of the New York State Energy Research and Development Authority (NYSERDA), underscored the historic significance of these projects in transitioning to a clean energy economy. Empire Wind 1 and Sunrise Wind have already achieved significant milestones in permitting and onshore construction, demonstrating their maturity as projects poised to redefine New York’s energy landscape.

Representatives from Equinor, Ørsted, and Eversource expressed their commitment to delivering clean, reliable power to New York while creating jobs and economic opportunities. Molly Morris of Equinor Renewables Americas commended Governor Hochul and NYSERDA for their foresight, highlighting the ongoing transformation of the South Brooklyn Marine Terminal.

The new contracts include provisions aimed at maximizing benefits for the state, such as increased economic commitments, support for U.S. manufacturing, and requirements for labor peace agreements. With these developments, Empire Wind 1 and Sunrise Wind are primed for timely completion, promising local investments and economic benefits at competitive rates for residents.









The endorsements from labor unions and industry alliances underscore the collaborative effort to achieve New York’s renewable energy goals while ensuring job creation and economic prosperity. Mario Cilento of the New York State AFL-CIO emphasized the importance of offshore wind in combating climate change while providing unionized employment opportunities.

Local labor leaders echoed this sentiment, highlighting the significant impact on job creation and economic revitalization in their communities. The projects not only fulfill environmental objectives but also represent a pathway to long-term sustainability and prosperity.

Fred Zalcman of the New York Offshore Wind Alliance hailed the contracts as a testament to New York’s commitment to clean energy and job creation. Adrienne Esposito of the Citizens Campaign for the Environment praised Governor Hochul’s leadership in advancing offshore wind projects, underscoring their role in fostering cleaner air and healthier communities.
