(WNY News Now) – Olcott – A heated argument escalated into a menacing situation involving a firearm, leading to multiple arrests in Olcott, New York.

On August 28, 2024, at approximately 2:27 PM, the Niagara County Communications Center received multiple 911 calls reporting a man with a gun at 5970 East Lake Road in the Town of Newfane. According to reports, a verbal altercation between two men quickly intensified when one of the individuals retrieved a handgun from his vehicle, threatening others at the scene.

Responding deputies identified the armed suspect as 73-year-old Howard Blevins from Vermilion, Ohio. Blevins was subsequently arrested and charged with Menacing in the 2nd degree, a Class A misdemeanor, along with two counts of Criminal Possession of a Weapon in the 2nd degree, a Class C felony. Law enforcement officials recovered two handguns at the scene, which were secured as evidence.

In addition to Blevins’ arrest, 61-year-old Michael Dolphin of Lockport, New York, was taken into custody and charged with Harassment in the 2nd degree, Resisting Arrest, and Obstruction of Governmental Administration in the 2nd degree. Dolphin was released on appearance tickets and is scheduled to appear in the Town of Newfane court at a later date.

Blevins is currently being held at the Niagara County Jail, pending arraignment. As are all persons accused of a crime, the defendant is presumed innocent until proven guilty in a court of law.
