(WNY News Now) – Jamestown police arrested two parents early Friday morning after a young child was injured in unsanitary living conditions, leading to serious child welfare charges.

On October 4, 2024, at approximately 12:40 a.m., officers from the Jamestown Police Department responded to an East Side residence to assist fire and rescue services with an incident involving a bleeding child. Upon arrival, officers discovered a child with a minor laceration inside her mouth, caused by a used shaving razor she had picked up from an uncovered garbage can in the kitchen.

While treating the child, officers began investigating the home and were alarmed by the poor living conditions. The kitchen had minimal food and was infested with cockroaches. In the children’s sleeping area, officers observed a single mattress on the floor, which was stained with what appeared to be feces and urine. There were also human feces on the floor and stains on the walls.

The officers immediately took the children’s parents, identified as Angel A. Baez, 35, and Keishla M. Nieves Febus, 29, both of Jamestown, into custody. The children were placed with a relative for the night, and Child Protective Services (CPS) was notified of the incident.

Baez and Nieves Febus face two counts of endangering the welfare of a child and reckless endangerment in the second degree. They are currently held at the Jamestown City Jail pending their arraignment in Jamestown City Court. As are all persons accused of a crime, the accused are presumed innocent until proven guilty in a court of law.
