(WNY News Now) – A Philadelphia man has confessed to carrying out four murders for hire in the city in 2018 and 2019.

HARRISBURG — Steven M. Williams, 30, pleaded guilty on Tuesday to his involvement in four murders committed for pay between 2018 and 2019. The announcement was made by Pennsylvania Attorney General Michelle Henry, who emphasized the devastating impact of Williams’ actions.

“This defendant callously took lives, for dollars, as a paid killer,” Attorney General Henry said. “The defendant is without a doubt a danger to society, and we will be asking the court for a sentence that ensures that the community is protected.”

Williams admitted guilt to three counts of third-degree murder and conspiracy to commit murder. The killings occurred across Philadelphia neighborhoods, targeting four victims:

  • William Crawford, 35 — Sept. 8, 2018, in Northeast Philadelphia’s 1900 block of Hartel Avenue.
  • Jermaine Simmons, 39 — Feb. 10, 2019, in the 7500 block of Forest Avenue in West Oak Lane.
  • Richard Isaac, 31 — March 25, 2019, in Mount Airy’s 100 block of East Meehan Street.
  • Leslie Carroll, 39 — May 4, 2019, at 20th Street and Girard Avenue in Fairmount.

The Philadelphia Police Department Homicide Unit and the Attorney General’s Gun Violence Task Force uncovered the murders as part of a broader investigation into contract killings. The Office of Attorney General led the prosecution.

Williams will face sentencing on March 5, 2025.
