(WNY News Now) – Lockport, NY – A Niagara County inmate faces felony charges after allegedly assaulting a corrections officer by throwing toilet-contaminated water at his face.

Sheriff Michael Filicetti announced the arrest of Tyrell S. Handley, 26, an incarcerated individual at the Niagara County Correctional Facility in the Town of Lockport. On March 29, 2025, Handley reportedly flooded his cell with toilet water, soaked a towel in it, and threw it at an officer, making contact with the officer’s neck and face.

Handley has been charged with aggravated harassment of an employee by an incarcerated individual (E-felony). He is expected to appear in Town of Lockport Court at a later date.

Sheriff Filicetti emphasized the seriousness of the incident, linking it to broader concerns about inmate accountability. “This type of criminal behavior is exactly why I have spoken out against the HALT Act. Inmates have no concern for consequences while housed in a correctional facility. We will continue to file criminal charges to curb behaviors and protect our officers,” he stated.

As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
