(WNY News Now) – A routine traffic stop in Silver Creek led to multiple charges against a Dunkirk woman for vehicle and safety violations, including obstructing deputies and failing to properly secure child passengers.

SILVER CREEK — On May 14, 2025, at approximately 1:05 p.m., Chautauqua County Sheriff’s deputies conducted a traffic stop on Main Street in the Village of Silver Creek that resulted in several charges against a 28-year-old Dunkirk resident.

The driver, identified as Keishla Rivera-Perez, was found to be operating the vehicle with a suspended license. Deputies also observed two young children in the back seat who were not properly restrained according to New York State vehicle and traffic laws.

Further investigation revealed the vehicle was uninspected and equipped with an inadequate muffler. Additionally, Rivera-Perez was seen discarding an item from the vehicle that broke on the sidewalk, prompting a littering charge.

During the stop, Rivera-Perez allegedly obstructed the deputies’ investigation, leading to a misdemeanor charge of obstructing governmental administration in the second degree.

She was issued multiple traffic tickets including:

  • Aggravated Unlicensed Operation of a Motor Vehicle in the Second Degree (VTL 511-2a[4])
  • No/Inadequate Muffler (VTL 375[31])
  • Operating an Uninspected Motor Vehicle (VTL 306[b])
  • Failure to Secure a Child Under Age 2 in a Rear-Facing Restraint (VTL 1229c[1][a])
  • Improper Restraint of a Child Aged 4-7 (VTL 1229c[1][b])
  • Littering on a Highway or Adjacent Land (VTL 1220[a])

Rivera-Perez was released with appearance tickets and is scheduled to appear in the Town of Hanover Court at a later date. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
