Deputies report discovery of multiple controlled substances and paraphernalia during stop on South Union Street

(WNY News Now) – OLEAN, N.Y. — The Cattaraugus County Sheriff’s Office announced the arrest of a 39-year-old Olean resident following a traffic stop on South Union Street in the City of Olean on Saturday, August 16, 2025 that led to the discovery of multiple illegal drugs.

According to Sheriff Eric A. Butler, deputies initiated the stop at approximately 8:18 a.m. During the investigation, deputies observed suspected drugs and paraphernalia in plain view inside the vehicle. A subsequent search reportedly led to the discovery of suspected LSD, crack cocaine, acetaminophen and hydrocodone pills, along with a scale, packaging material, and additional paraphernalia.

The driver, identified as Richard J. Kozlowski, was taken into custody and transported to the Cattaraugus County Sheriff’s Office Olean Substation for processing. He was later arraigned in Olean City Court on multiple charges, including:

  • Criminal Possession of a Controlled Substance 2nd Degree (LSD)
  • Criminal Possession of a Controlled Substance 5th Degree
  • Criminal Possession of a Controlled Substance 7th Degree
  • Criminally Using Drug Paraphernalia 2nd Degree (Packaging and Scale)
  • Aggravated Unlicensed Operation 3rd Degree
  • Circumvent Interlock Device – Operating Vehicle Without Device

Following arraignment, Kozlowski was released under supervision and is scheduled to return to Olean City Court at a later date. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
