(WNY News Now) – A Dunkirk resident faces harassment and stalking charges following two separate incidents involving the same victim last month.
DUNKIRK, N.Y. — The Dunkirk Police Department has charged 56-year-old Paul F. Pagano of Dunkirk with Harassment in the Second Degree (PL 240.26-3) and Stalking in the Fourth Degree (PL 120.45-2) after investigating two incidents that occurred on Park Avenue.
According to police, on September 10, 2025, around 3:14 p.m., officers from the 3–11 shift were flagged down by a complainant who reported ongoing harassment from Pagano. The victim stated that there had been previous incidents involving the same individual. On that day, Pagano allegedly drove recklessly past her home, struck her vehicle, and shouted obscenities.
A second incident occurred on September 20, 2025, when officers responded to a report of Pagano allegedly standing outside the complainant’s residence, again yelling obscenities and recording her.
Police located Pagano a short time later and took him into custody. He was subsequently released with an appearance ticket for both incidents and is scheduled to appear before Hon. Judge John Kuzdale in Dunkirk City Court. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
