(WNY News Now) – Three Jamestown residents were arrested after officers discovered fentanyl, crack cocaine, and paraphernalia during a traffic stop on the city’s north side.

JAMESTOWN, N.Y. — A Sunday night traffic stop by Jamestown Police resulted in three arrests after officers reportedly uncovered fentanyl, crack cocaine, and narcotics paraphernalia.

According to the Jamestown Police Department, officers from the 2nd Platoon conducted a traffic stop around 9:30 p.m. on November 2, 2025, near East 8th Street and American Place for observed equipment violations. During the investigation, police say they discovered that the occupants — Jesus Antonio Lao, 45, Tatiana M. Lopez, 31, and Kemuel Velazquez-Torres, 27, all of Jamestown — were in possession of fentanyl and a large quantity of glassine envelopes commonly used for narcotics distribution.

All three individuals were taken into custody. While officers searched the vehicle, police allege that Lao opened a concealed bag of crack cocaine hidden in his underwear and attempted to ingest the drug in an effort to destroy evidence. Officers later found additional crack cocaine hidden on Lao during processing at the city jail, totaling approximately 9.4 grams. Authorities also reported that Velazquez-Torres possessed hydrocodone pills without a prescription.

As a result of the investigation:

  • Jesus Antonio Lao was charged with Criminal Possession of a Controlled Substance in the 4th Degree (felony), Criminal Possession of a Controlled Substance in the 7th Degree, Criminally Using Drug Paraphernalia in the 2nd Degree, and Tampering with Physical Evidence (felony).
  • Tatiana M. Lopez was charged with Criminal Possession of a Controlled Substance in the 7th Degree and Criminally Using Drug Paraphernalia in the 2nd Degree.
  • Kemuel Velazquez-Torres was charged with two counts of Criminal Possession of a Controlled Substance in the 7th Degree and one count of Criminally Using Drug Paraphernalia in the 2nd Degree.

Lopez and Velazquez-Torres were booked and released with appearance tickets for Jamestown City Court, while Lao was held pending arraignment due to the felony charges. As are all persons accused of a crime, the accused are presumed innocent until proven guilty in a court of law.
