(WNY News Now) – A Jamestown man was arrested in Dunkirk after police discovered he had violated an active order of protection while involved in a public disturbance outside a local business.
DUNKIRK, N.Y. — On November 2, 2025, at approximately 3:19 p.m., Dunkirk Police responded to a report of a naked male in the parking lot of a local business. Upon arrival, officers located a man inside a vehicle covered by a blanket. The individual was identified as Pedro F. Rosa, 50, of Jamestown.
According to police, Rosa appeared to have soiled himself and was attempting to clean up when a concerned witness contacted authorities. During the investigation, officers determined that Rosa had been transported to the location by another individual who is the protected party in an active Stay Away Order of Protection against him.
By waiting in front of the store where the protected individual was working at, Rosa was found to be in violation of the court order. He was taken into custody without incident and transported to Dunkirk Police Headquarters.
Rosa was charged with Criminal Contempt in the Second Degree under New York Penal Law 215.50(3). He was held for arraignment before Hon. John Kuzdale. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
