(WNY News Now) – DUNKIRK, N.Y. — A Dunkirk man is facing animal cruelty-related charges after police say they discovered a severely malnourished dog inside an unsafe residence earlier this month.

According to the Dunkirk Police Department, officers from the 3-11 patrol shift responded at approximately 8:11 p.m. on March 21, 2026, to a welfare check for a dog at a residence in Dunkirk.

Upon arrival, officers located a dog described as extremely malnourished, chained inside the home without access to water. Authorities reported that the animal was surrounded by feces and urine, raising further concerns about its condition and living environment.

Police also determined that the residence itself was unsafe. The property was later condemned following the investigation.

The dog was seized by officers and removed from the home to receive proper care.

The owner, identified as 45-year-old Edwin Pereira, was charged with violating New York Agriculture and Markets Law 353-a, failure to provide proper sustenance to an animal.

Pereira was issued an appearance ticket in accordance with New York State bail reform laws and is scheduled to appear in Dunkirk City Court before Judge Kuzdale at a later date. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
