Cattaraugus County Man Arrested For Alleged Kidnapping, Assault

HINSDALE – A 59-year-old man was arrested after allegedly kidnapping and assaulting a person in Cattaraugus County on Monday afternoon. 

New York State Police accuse Frank Scarpa of kidnapping the 34-year-old victim from their home, moving them to a secondary location, tying them to a chair and assaulting them with multiple objects for hours.











Police report the victim was able to escape, running to a nearby Crosby Mart where they called 911 for help.

Troopers later arrested Scarpa after obtaining a search warrant for his home. He faces multiple felony and misdemeanor charges including kidnapping and assault.

After he was arraigned in the Town of Portville Court, Scarpa was remanded at the Cattaraugus County Jail with a bail set.
