On August 9, 2023, at 2:36 P.M. Barbara A. Sam, 69, of Dunkirk, NY, lost her life after being struck by a 2018 Ford in the parking lot of Tops. Troopers from SP Fredonia responded to the scene following the incident, which occurred when the vehicle was traveling southbound and collided with the pedestrian who was walking north within the Tops parking lot.
Barbara A. Sam was pronounced dead at the scene. The investigation into the circumstances surrounding the incident is ongoing, with the NYSP Collision Reconstruction Unit and the Bureau of Criminal Investigation lending their expertise to the process.
