Vehicle Roof Standoff Ends in Arrest for Reckless Endangerment and Child Endangerment


Jamestown, NY (WNY News Now) – Jamestown police officers responded to a precarious situation as a male clung to the roof of a moving vehicle driven by a female resident. The incident escalated from a domestic dispute, involving endangered children and a broken necklace, culminating in charges of reckless endangerment and child welfare violations.

On August 12, 2023, at approximately 3:19 PM Jamestown Police Department responded to reports of an alarming scene on the east side of the city. Witnesses alerted authorities to a male individual perched on the roof of a moving vehicle driven by Rochelle A. Leak Brown, 28, of Jamestown.

Officers were met with the sight of a male still positioned on the roof, even as the car continued to move. Officers managed to bring the vehicle to a halt without any further escalation.


Subsequent investigation uncovered a domestic dispute had taken place between Rochelle and the male victim at a separate location. During the course of this altercation, Rochelle entered her vehicle with her three young children aboard, with the victim already on the vehicle’s roof.

Rochelle was taken into custody and transported to the Jamestown City Jail and is being held pending arraignment.
