(WNY News Now) – New York – New York State allocates $15 million to support 19 diverse projects through the Regional Economic Development Council initiative, emphasizing immediate community needs. Empire State Development’s Round XIII offers core capital grants and tax credits to facilitate impactful projects aligning with regional goals.
Empire State Development has allocated over $15 million in Round XIII of the Regional Economic Development Council initiative to bolster 19 projects statewide. The funds, available through core capital grants and tax credits, address immediate community needs.
“With these investments in fast-growing sectors like broadband manufacturing and heat pump technology, the Regional Economic Development Council Initiative is continuing to unlock the economic potential of our state,” Governor Hochul said. “These businesses are driving innovation and creating good, stable jobs for New Yorkers, and thanks to our REDCs and significant state support, we are writing them into New York’s economic success story.”
“We are breaking down barriers to economic opportunities that have for too long held communities back,” said Lieutenant Governor Antonio Delgado, Chair of the Regional Economic Development Councils. “With this new round of funding we can invest in workforce development efforts, boost broadband accessibility, and support shovel-ready projects statewide. This is how we uplift our communities and the New Yorkers who call our state home.”
The application for ESD Grant funds remains open, and applications are being reviewed on an on-going basis until funds are exhausted. Applicants with strong, shovel-ready projects that align with the state and region’s economic development priorities can apply through the Consolidated Funding Application.

The City of Dunkirk, a Round VI DRI winner, receives a $150,000 grant from New York State, reinforcing ongoing downtown revitalization efforts with the addition of new housing units and commercial spaces.
Other notable projects include Energy Catalyst’s new manufacturing facility in North Troy, PPC Broadband’s expansion in East Syracuse, and Clever Devices’ investment in transit software on Long Island. The Consolidated Funding Application streamlines the process, emphasizing efficiency and coordination. To date, the REDC initiative has awarded over $8 billion to 9,900 projects, aligning with regional strategic plans.
