New York State’s youngest workers gain new protections with the introduction of the Youth Workers Bill of Rights, marking a significant step toward safer and fairer workplaces.

Governor Kathy Hochul has unveiled New York’s first-ever Youth Workers Bill of Rights, fulfilling a key promise from her 2024 State of the State address. This initiative aims to protect and empower young employees across the state by outlining essential rights and protections for those under 18. The New York State Department of Labor (NYSDOL), in collaboration with the New York State Education Department, developed and distributed this critical resource.

Governor Hochul emphasized the importance of a safe and fair work environment for all, particularly young workers. “Every worker in our state deserves a fair, safe work environment, especially our young people,” she stated. “My administration is taking action to ensure that our youngest workers feel empowered, protected, and well-informed.”

The Youth Workers Bill of Rights is written in clear and accessible language, designed to educate first-time workers on their rights. It will be distributed with working papers and made available in multiple formats, including a print pocket guide, downloadable posters, and online resources.

Key protections outlined include:

  • The right to the minimum wage
  • A safe and discrimination-free workplace
  • The ability to file complaints without fear of retaliation

The Bill of Rights is accessible through NYSDOL’s new Youth Worker Information Hub, providing valuable information on working hours, minimum wage compliance, and prohibited occupations for minors.









This initiative builds on Governor Hochul’s 2023 efforts to combat child labor violations, including the creation of an interagency Child Labor Task Force and an Employer Pledge program. NYSDOL Commissioner Roberta Reardon highlighted the importance of this document in educating and empowering young workers. “By outlining clear guidelines and standards, the Youth Workers Bill of Rights aims to empower young workers and raise awareness about their rights as valuable members of the workforce.”

New York State Education Commissioner Betty A. Rosa echoed these sentiments, emphasizing that knowledge of rights is crucial for young employees. “Knowing your rights and how to enforce them will benefit working students throughout the state,” she said.

In response to a 68 percent spike in child labor violations in 2022, NYSDOL’s Labor Standards team has conducted over 300 targeted inspections, focusing on food service, retail, and seasonal businesses. These efforts have uncovered numerous violations and led to increased education and compliance.

As young people prepare for summer jobs, increased awareness of youth worker rights is crucial. The Youth Workers Bill of Rights represents New York’s commitment to creating a safe, inclusive, and fair work environment for all.
