Three Arrested After Traffic Stop Uncovers Meth, Fentanyl, Firearms, and More
(WNY News Now) – On Tuesday, December 17, 2024, a routine traffic stop by Dunkirk Police led to a significant narcotics and firearms seizure, resulting in the arrest of three individuals. The incident occurred at approximately 9:43 PM on Lamphere Street.

During the stop, officers discovered over half a pound of methamphetamine, 71.1 grams of fentanyl, psychedelic mushrooms, narcotic pills, and unidentified powders. Additionally, two loaded firearms—a .22 revolver and a 9mm Beretta semi-automatic pistol—were recovered, with the Beretta confirmed as stolen from a Jamestown residence.
Authorities also seized a substantial amount of cash, drug paraphernalia including scales and packaging materials, and ammunition.
Arrestees Identified and Charges Filed



The three occupants, Mark C. Baker 2nd (36, Tonawanda, NY), Dennis W. Topliffe (44, Portland, NY), and Melinda J. Monroe (26, North East, PA), face an array of felony charges:
- Criminal Possession of a Controlled Substance in the 2nd Degree (A-II Felony)
- Criminal Possession of a Controlled Substance in the 3rd Degree (B Felony)
- Criminal Possession of a Controlled Substance with Intent to Sell (B Felony)
- Criminal Possession of a Weapon in the 2nd Degree (Two Counts) (C Felony)
- Criminal Possession of Stolen Property in the 4th Degree (E Felony)
- Criminally Using Drug Paraphernalia (Misdemeanor)
Baker, currently on supervised probation, faces additional charges of Criminal Possession of a Controlled Substance in the 7th Degree and multiple traffic violations.
Bail and Investigation Support
All three suspects were arraigned and remanded to Chautauqua County Jail on $10,000 cash bail or $20,000 bond. Dunkirk Police received assistance from the Chautauqua County Sheriff’s Office and the Southern Tier Regional Drug Task Force in the investigation. As are all persons accused of a crime, the accused are presumed innocent until proven guilty in a court of law.
