(WNY News Now) – A 50-year-old Jamestown resident was taken into custody Tuesday morning in connection with a domestic incident on the city’s north side.

Jamestown, N.Y. – Jamestown police arrested Richard L. Hamling 3rd, 50, following an investigation into a domestic incident that occurred earlier in the day on April 22, 2025.

Officers from the 1st Platoon responded at approximately 9:51 a.m. to a report of a past-tense domestic dispute. Through their investigation, it was determined that Hamling allegedly used a towel to apply pressure to the victim’s neck, restricting their ability to breathe.

Authorities quickly located Hamling, a Jamestown resident, and placed him under arrest. He was transported to the Jamestown City Jail, where he was charged with Criminal Obstruction of Breathing or Blood Circulation, a misdemeanor offense under New York State law.

Hamling is being held pending arraignment in Jamestown City Court. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
