(WNY News Now) – A downtown welfare check led to the arrest of two women after authorities discovered a child living in unsafe conditions.

JAMESTOWN, N.Y. – On Thursday, July 10, 2025, at approximately 2:12 p.m., Jamestown Police responded to a downtown apartment building to assist the Jamestown Fire Department and Child Protective Services with a well-being check on a juvenile.

Upon arrival, officers found a young child living in what authorities described as “extremely deplorable conditions.” Following an on-site investigation, the child’s parents, identified as 21-year-old Emma Morgan and 24-year-old Tiffany Pucillo, both residents of Jamestown, were taken into custody without incident.

Morgan and Pucillo were charged with Endangering the Welfare of a Child and transported to the Jamestown City Jail. They are being held pending arraignment in Jamestown City Court. As are all persons accused of a crime, the accused are presumed innocent until proven guilty in a court of law.

The juvenile was removed from the scene, placed in the care of a family member, and transported to UPMC for medical evaluation and treatment.
