(WNY News Now) – A 34-year-old Sugar Grove, Pennsylvania man was charged with Criminal Possession of a Controlled Substance following a suspicious situation investigation in the Town of Ellicott Target parking lot on April 13, 2026.
ELLICOTT, N.Y. — Town of Ellicott Police responded to a report of a suspicious situation at the Target parking lot on April 13, 2026, where a male subject was observed acting erratically.
According to police, officers made contact with the individual, later identified as Scott A. Heffner, 34, of Sugar Grove, Pennsylvania. During the interaction, Heffner was reportedly acting erratic and displayed signs consistent with possible drug impairment.
Officers stated that Heffner voluntarily exited his vehicle and provided consent for a search. During the search, police located a clear bottle containing multiple unknown orange pills. The substance was later confirmed to be a controlled substance.
Following the discovery, Heffner was taken into custody without incident. He was charged with Criminal Possession of a Controlled Substance in the 7th Degree, a misdemeanor under New York State law.
Authorities issued Heffner an appearance ticket. He is scheduled to appear in Town of Ellicott Court at a later date to respond to the charge. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
