Police said one of the victims had an active order of protection against Clutter at the time of the incidents.

Following interviews and evidence collection, officers located Clutter and took him into custody without incident. He was transported to the Jamestown City Jail.

Clutter has been charged with a wide range of offenses, including:

  • Two counts of Rape in the Third Degree
  • Three counts of Aggravated Criminal Contempt in the First Degree
  • Two counts of Strangulation in the Second Degree
  • Three counts of Forcible Touching
  • One count of Robbery in the Third Degree
  • One count of Criminal Mischief in the Third Degree
  • Two counts of Unlawful Imprisonment
  • One count of Stalking in the Fourth Degree
  • One count of Assault in the Third Degree

Authorities report that Clutter was arraigned in Jamestown City Court and remanded to the Chautauqua County Jail without bail. Officials cited his prior criminal history, which includes two previous felony convictions, as a factor in the decision. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
