(WNY News Now) – The New York State Department of Environmental Conservation (DEC) and the U.S. Army Corps of Engineers (USACE) have jointly released the inaugural State Programmatic General Permit (NYSPGP-1), streamlining the recovery and restoration process for properties, projects, aquatic resources, and infrastructure in the aftermath of major storm events.
The NYSPGP-1, a collaborative effort between DEC and USACE, prioritizes environmental safeguards and promotes best management practices during the swift restoration of communities following storm-related damages. Designed to eliminate redundancy between federal and state agencies, the permit ensures efficiency in the permitting process, aiding municipalities in expedited storm recovery efforts and emergency declarations.
DEC Commissioner Basil Seggos emphasizes the significance of this collaboration, stating, “In times of crisis, governmental agencies must respond quickly and competently to protect lives and property.” The permit facilitates FEMA reimbursements for eligible project sponsors and the public, streamlining the response to federally declared disasters.
USACE Buffalo District Commander, Lt. Col. Colby Krug, underscores the importance of an agile approach during emergencies, stating, “Response requires a whole-of-government approach, and this expedited permitting is just another example of the federal and state governments working together to provide for the people of New York.”
The NYSPGP-1, activated in response to widespread storm events, consolidates permitting for both agencies, expediting environmental approvals necessary for a comprehensive response. However, its application is limited to regions throughout New York State, excluding Long Island, New York City, and specific areas in Rockland and Westchester counties.
