(WNY News Now) – JAMESTOWN, N.Y. — A Jamestown man was arrested Friday afternoon after police discovered four children living in what authorities described as unsafe and unsanitary conditions during a welfare check on the city’s west side.

Jamestown Police officers from the First Platoon responded to a west side residence at approximately 2 p.m. on March 27, 2026, to assist Child Protective Services with a check on the well-being of four juveniles.

According to police, officers were granted consent to enter the home and assess the situation. Upon entering, they found the residence in deplorable condition, with animal feces, urine, and garbage reportedly present throughout the living space.

Following an investigation, authorities determined that Scott L. Frost, 46, of Jamestown, had allowed the children to live in those conditions. Frost was taken into custody without incident at the scene.

He was transported to the Jamestown City Jail and charged with four counts of Endangering the Welfare of a Child. Frost was held pending arraignment in Jamestown City Court and was later released following court proceedings. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.

Police also reported that two additional adults were residing in the home at the time. Charges against those individuals are pending further investigation.
