(WNY News Now) – New York – New York State Legislature has passed a comprehensive set of six health-related laws, addressing issues ranging from insurance coverage for biomarker testing to tackling staffing shortages in nursing homes. These measures aim to improve overall health outcomes and fortify the public health system.
The New York State Legislature has recently approved six significant health laws, ushering in positive changes to the state’s healthcare landscape. The laws cover diverse aspects of healthcare, ensuring comprehensive coverage and improved services.
- State-Regulated Insurance Coverage for Biomarker Testing (S.1196-A/A.1673-A): The legislation mandates state-regulated insurance plans, including Medicaid, to cover biomarker testing for diagnosis, treatment, appropriate management, or ongoing monitoring of a patient’s disease or condition. This move aligns with medical and scientific evidence, aiming to enhance diagnostic and treatment capabilities for better health outcomes.
- Addressing Staffing Shortages in Health Care Facilities (S.6897/A.7328): Focused on mitigating staffing challenges, this law establishes a four-year demonstration project to reduce the reliance on temporary staffing agencies in residential health care facilities. By incentivizing a reduction in temporary staff usage, the legislation aims to ensure better resource allocation and continuity in staffing.
- Reimbursements for Certain Home Health Services (S.6641-A/A.7365): Providing administrative relief to local health departments, this law allows them to offer “light touch” core public health services in patients’ homes without the full regulatory burden of licensed home care services agencies.
- Re-Establishment of Adult Cystic Fibrosis Assistance Program (S.6521/A.3089): This law reinstates the Adult Cystic Fibrosis Assistance Program, providing reimbursement for eligible individuals with cystic fibrosis to cover health care or health insurance costs. It ensures continued support for those dealing with this medical condition.
- Authorization of Life Insurer Wellness Programs (S.5890-A/A.2853-B): Life insurers are now authorized to establish wellness programs, preventing reductions in long-term disability insurance benefits. These programs may include reimbursement for activity-tracking devices and associated subscriptions, as well as discounts on insurance premiums, promoting positive behavioral changes.
- Improved Reporting and Resolution at Residential Care Facilities (S.7211/A.7218): Focusing on accountability, this legislation establishes regular communication channels between long-term care ombudsmen and investigators. This enhances the reporting and resolution of issues at residential care facilities, ensuring a smoother resolution process.
