(WNY News Now) – HARRISBURG — A Carbon County man has pleaded no contest to multiple felonies after posing as a medical professional to administer care and defraud insurance companies, including Medicaid and Medicare. Adam Herman, 44, of Slatington, was charged with 17 felonies and one misdemeanor for his role in this fraudulent scheme. He will be sentenced on May 12, 2025.

Herman’s deceptive actions included posing as a doctor or nurse practitioner at several personal care homes and assisted living facilities. Despite having no medical training or license, Herman administered treatments, prescribed medication, and even performed medical procedures such as blood draws and injections.

The investigation, led by the Office of Attorney General, revealed that Herman treated patients under false pretenses. He was able to manipulate the system after a local doctor fell ill, leaving Herman to use the doctor’s credentials to prescribe controlled substances and bill insurance companies, including Medicaid and private insurers, for services that were never authorized.

In total, Herman pleaded no contest to charges including neglect of care-dependent persons, Medicaid fraud, theft by deception, and practicing medicine without a license. The fraudulent practices resulted in patients receiving incorrect diagnoses and harmful treatments, including prescribing diabetes medication to non-diabetic patients.

“The conduct involved here is egregious, in that the defendant put many people at risk by providing fraudulent care and prescribing medications, which had adverse effects,” Attorney General Sunday said. “The defendant’s pattern of deception also included defrauding the state Medicaid program, which enables in-need Pennsylvanians to acquire treatment and care.”

The case was prosecuted by Senior Deputy Attorneys General Eric J. Stryd and Eric Schoenberg from the Medicaid Fraud Control and Insurance Fraud Sections. The investigation also involved the U.S. Department of Health and Human Services and the Office of Inspector General.
