DUNKIRK, N.Y. — A 46-year-old Dunkirk resident, identified as Lewis P. Campbell Jr., was charged with Obstruction of Governmental Administration following an incident on October 22, 2025, around 7:17 p.m.
According to the Dunkirk Police Department, officers on the 3–11 p.m. patrol shift responded to a report of an unwanted individual outside a local store. The caller stated the man was attempting to light objects on fire near the store’s entrance.
When officers arrived, they found Campbell lighting charcoal on fire in an apparent attempt to cook a steak. Police said they advised him that he could not cook outside the store and asked him to leave the area.
Campbell allegedly became irate, threw his belongings on the sidewalk, and tried to light the charcoal again. After repeated warnings, officers arrested him for Obstruction of Governmental Administration under New York Penal Law 195.05.
Campbell was processed and released on an appearance ticket in accordance with New York State bail reform laws. He is scheduled to appear before Hon. John Kuzdale at a later date. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
