(WNY News Now) – A Town of Hanover woman has been issued an appearance ticket following an investigation after two young children were found unsupervised near railroad tracks, according to the Chautauqua County Sheriff’s Office.

The Chautauqua County Sheriff’s Office responded on Friday, April 10, 2026, at approximately 9:39 a.m. for a check-the-well-being call in the Town of Hanover.

According to investigators, two juveniles—ages five and six—were located outside near railroad tracks. Deputies reported the children were wearing only diapers and had been outside unsupervised for an estimated two hours.

Following an investigation into the circumstances, authorities determined that the children’s mother, identified as 39-year-old Holly N. Bish of the Town of Hanover, allegedly failed to provide adequate supervision and guardianship.

As a result, Bish was issued an appearance ticket on two counts of Endangering the Welfare of a Child.

Bish is scheduled to appear in the Town of Hanover Court at a later date to respond to the charges. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.

  1. One could only hope that the local Child Protection Services stepped up to assist the two children. This is not only dangerous, but disgraceful and why would a five- and six-year-old be wearing diapers and not at school?
