(WNY News Now) – Jamestown, NY – A 43-year-old resident of Jamestown, is held pending arraignment after being charged with three counts of Endangering the Welfare of a Child and one count of Criminal Possession of a Controlled Substance 7th following an incident on April 15, 2024.

On April 15th, 2024, around 12:06 PM, Jamestown Police Department’s 1st Platoon responded to reports of children crying and screaming in a hotel room on the Westside of the city. Hotel staff, after hearing the distress for approximately 40 minutes, found the mother, Noel Luciano, allegedly asleep and unresponsive while her three children were unattended. Drug paraphernalia was allegedly discovered in the room, indicating Luciano was under the influence of methamphetamine and abusing prescribed medications.

Luciano was promptly arrested and charged. She remains in custody awaiting arraignment at Jamestown City Court.
