(WNY News Now) – ROCHESTER, N.Y. – A Webster woman has been arrested and charged with health care fraud following an investigation into fraudulent Medicaid claims, federal prosecutors announced.

Ashley Jackson, 36, the owner of Roc City Transport in Webster, was charged by criminal complaint with submitting false claims for non-emergency medical transportation services. If convicted, she faces a maximum penalty of five years in prison and a $250,000 fine.

According to Assistant U.S. Attorney Richard A. Resnick, Jackson and others allegedly filed fraudulent reimbursement claims to Medicaid between February 2018 and November 2022. The claims included payments for transportation services that were never provided, individual rides falsely billed as group rides, and kickbacks paid to recipients who drove themselves rather than using Roc City’s services. The majority of the Medicaid beneficiaries using Roc City were transported to methadone clinics in Rochester, some as often as six days a week. Authorities estimate the fraudulent billing amounted to approximately $40,123.29.

The Federal Bureau of Investigation, led by Special Agent-in-Charge Matthew Miraglia, conducted the investigation.

A criminal complaint is merely an allegation, and Jackson is presumed innocent unless proven guilty in a court of law.
