(WNY News Now) – JAMESTOWN, N.Y. — A late-night traffic stop in Jamestown resulted in four arrests after police allegedly discovered multiple controlled substances, drug paraphernalia, and packaging materials inside a vehicle on the city’s north side.
According to the Jamestown Police Department, officers from the Third Platoon initiated a stop around 11:24 p.m. on Friday, September 12, 2025. The investigation led to the arrest of Jaleel K. Tibby, 33, of Jamestown; Trayvon K. Briscoe, 24, of Philadelphia, Pa.; Kiara D.M. Smith Villa, 26, of Jamestown; and Alyssa M. Lamper, 26, of Jamestown.
Police reported locating approximately 31.2 grams of Tramadol, packaging materials, and other items consistent with drug distribution. During the arrest, Tibby allegedly attempted to flee but was quickly apprehended. Officers also said Smith Villa was found with 9.1 grams of methamphetamine, 4 grams of fentanyl, a digital scale, and a cutting agent, while Tibby was additionally in possession of 12.2 grams of xylazine.
Lamper was found with two suboxone strips without a prescription, police added.
All four were transported to the Jamestown City Jail and held pending arraignment in Jamestown City Court.
The charges include:
- Tibby: Two counts of Criminal Possession of a Controlled Substance 3rd, Criminally Using Drug Paraphernalia 2nd, Resisting Arrest, and Criminal Possession of a Controlled Substance 3rd.
- Smith Villa: Two counts of Criminal Possession of a Controlled Substance 3rd, Criminal Possession of a Controlled Substance 4th, and two counts of Criminally Using Drug Paraphernalia 2nd.
- Lamper: Two counts of Criminal Possession of a Controlled Substance 3rd, Criminally Using Drug Paraphernalia 2nd, and Criminal Possession of a Controlled Substance 7th.
- Briscoe: Two counts of Criminal Possession of a Controlled Substance 3rd and Criminally Using Drug Paraphernalia 2nd.
All defendants remain in custody pending further court proceedings. As are all persons accused of a crime, the accused are presumed innocent until proven guilty in a court of law.
