Deputies Say Multiple Dogs Found Poisoned and Others Seized in Neglect Investigation

(WNY News Now) – NORTH HARMONY, N.Y. — A 64-year-old North Harmony man is facing multiple felony and misdemeanor charges after authorities discovered poisoned and neglected animals at his property on Route 394.

According to the Chautauqua County Sheriff’s Office, deputies responded to the residence on September 24, 2025, around 9:20 a.m., after a report of animal abuse was filed through the Chautauqua County Humane Society. Upon arrival, deputies identified the property owner as Scott Humble and obtained a search warrant to investigate conditions at the home.

Investigators reported that Humble had poisoned ten Samoyed dogs, eight of which were found deceased in their cages. Two surviving Samoyeds were seized along with six other dogs and one cat found living inside the residence in what deputies described as “deplorable conditions.” Two additional dogs were also removed from the property for being kept without adequate outdoor shelter.

In total, all surviving animals were taken to the Chautauqua County Humane Society for medical evaluation and care.

Humble was charged with:

  • 17 felony counts of aggravated cruelty to animals
  • 10 misdemeanor counts of poisoning animals
  • 2 violation counts of failure to provide appropriate shelter for dogs kept outdoors

He was released with appearance tickets and is scheduled to appear in the Town of North Harmony Court at a later date. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
