(WNY News Now) – KENNEDY, N.Y. — A Jamestown man was arrested Wednesday afternoon after allegedly violating an active Order of Protection, according to the Chautauqua County Sheriff’s Office.

Deputies responded to a residence in Kennedy around 3:30 p.m. on October 22, 2025, for a reported violation of an Order of Protection. Upon arrival, deputies spoke with the victim and determined that the individual had received a letter from a person they were legally protected from contacting.

Following an investigation, deputies identified the suspect as 24-year-old Robert I. Owens IV of Jamestown, New York. Authorities said the letter constituted a violation of the third-party contact provision of the existing stay-away order.

Owens was taken into custody and charged with First-Degree Criminal Contempt under New York State Penal Law §215.51. He was transported to the Chautauqua County Jail, where he is being held pending centralized arraignment. As are all persons accused of a crime, the accused is presumed innocent until proven guilty in a court of law.
